tests: add help-version, from grep
* testsuite/help-version: New file.
* testsuite/init.sh: New file, from gnulib.
* testsuite/Makefile.am (EXTRA_DIST): Add init.sh.
(TESTS): Add help-version.
* cfg.mk (_hv_file): Define.
* testsuite/check.mk (TESTS_ENVIRONMENT): Define VERSION,
for help-version's cross check.
(built_programs): Adjust to work, and to accommodate $(EXEEXT).
