* libc/include/sys/features.h (__GNUC_PREREQ): Define. Use
throughout in place of explicit GNUC version checks.
* libc/include/_ansi.h (_NOINLINE): Define.
(_NOINLINE_STATIC): Define.
* libc/stdio/vfprintf.c (__sbprintf): Define _NOINLINE_STATIC.
