This directory contains a re-issue of TXR 293 for Windows.

The change made is that the CYGWIN1.DLL in both installers
(a fork of the Cygwin DLL, from the Cygnal Project) contains
a bugfix to fix the nonworking handling of drive-relative
paths like F:file.txt, which must combine the relative
name like "file.txt" with the current working directory
of the specified drive.

Everything else is identical to TXR 293.
